If the answer is situationally negative, then the next question is: “What change is required (delta) in the actual output to make it equal to or greater than the required output, considering also any new problems or harms from reaching the required output?”

Upon completion of the analysis, you will either have the solution IFR = 0 or you will have a gap analysis of what variable need to change to reach a BPS solution.
The next step of the process after identifying the needed result is to identify the optimal change options to bring the system back into balance. When dealing with a BPS there is substantial risk of making the system worse through a negative change.
